Four Granville family members arrested following scuffle with police
GRANVILLE – Four members of a Granville family are facing charges after two siblings were picked up for allegedly menacing another person with a baseball bat and the parents allegedly attempted to interfere with their sons’ arrests. Troy M. McClure, 21, of North Street, and his 15-year-old sibling, who was not identified by police because of his age, were each charged with third-degree menacing, a misdemeanor, and disorderly conduct, a violation, after police responded to a report of people impeding traffic at the intersection of Quaker and Main streets, where one of the two males was carrying a baseball bat. Police said they arrived on the scene and told the juvenile to drop the bat, which he did. While one officer spoke to the McClures, another interviewed others believed to be witnesses. During those interviews, another man drove up and told police he had been driving on Pacific Street when Troy McClure approached him with the bat raised. The driver said he had to swerve to avoid McClure, who was in the roadway. McClure was subsequently taken into custody, prompting his brother to begin what police described as acting out of control, including threatening the officers arresting his brother and shouting profanities. The younger sibling was also detained and both were transported to the Granville police station. Police said they then waited for the pair’s mother to arrive so they could process the juvenile. The mother, Hope M. Loveland, 39, of County Route 25, arrived and, according to police, made the already tense situation worse, with those involved yelling and punching the walls of the holding room where the brothers were being held. Officers asked Loveland to leave the holding room but she allegedly refused to comply and shoved one of the officers. At this time, the brothers’ father, John R. McClure, 43, of North Street, entered the police station and began acting aggressively toward the officers, police said. Neither John nor Hope would leave the station when ordered to do so. When police attempted to physically remove him from the station, he began resisting and began fighting against attempts to arrest him. As John McClure was being handcuffed, Loveland began letting other family members, who had gathered outside the station, into the building, where they attempted to free Troy McClure, police said. Additional law enforcement personnel were summoned. After a struggle, John McClure was taken into custody and Loveland and the other family member who had entered the station were removed. John McClure was charged with second-degree obstructing governmental administration, a misdemeanor, and trespass, a violation. Because of the volatility of the situation, Loveland was allowed to leave but she was later charged with the same two offenses.
The incident occurred in the mid afternoon of Aug. 6.
Argyle woman faces multiple drug charges
ARGYLE – The Washington County Sheriff’s Office arrested Kaylee E. Riccio, age 24of Argyle, NY after an investigation relating to a vehicle stop in the Town of Argyle. Riccio was charged with criminal possession of a controlled substance in the 3rd degree, a class B felony, criminal possession of a controlled substance in the 4th degree, a class C felony, criminal possession of a controlled substance in the 7th degree, a class A misdemeanor, and two (2) counts of criminally using drug paraphernalia in the 2nd degree, a class A misdemeanor.
Riccio was arraigned in Washington County Centralized Arraignment and released to appear in the Argyle Town Court at a later date.
The Sheriff’s Office is requesting that anyone with information contact the Investigation Division. The New York State Police assisted with this arrest.

Aug. 15
12:16 p.m. Police stood by while a Granville woman removed some of her property from a Madison Street property from which she had been banned by the person living there.
10:59 p.m. While on patrol, police saw a vehicle idling in the parking lot of a Quaker Street business, well after the time the business had closed. Officers spoke to the occupant of the car, who said he worked for the store’s corporate headquarters installing signage in the outlet. He told officers he was late leaving the store for another job in New Hampshire because he had misplaced his keys and only recently found them. He said he was just relaxing for a few minutes before beginning his trip. Officers confirmed the man’s affiliation with the company and found no signs of forced entry into the business. No further police action was required.
Aug. 16
12:57 p.m. A person who had reported an incident that previously took place on Quaker Street checked with officers to find out the status of their investigation. The incident reportedly involved an older man, possibly riding an electric scooter, who had approached two 13-year-old girls and began making obscene gestures toward them. Police advised the girls to report the incident to their respective parents, who were unsure if they wanted to pursue the matter. Officers explained that if a complaint was made, they could begin seeking video footage of the incident.
3 p.m. Officers received a complaint from a Granville woman who said the two dogs she had been walking on Quaker Street were menaced by another dog that lived in the house she was passing. The woman reported suffering a scratch or small cut on her finger during the incident. Police contacted the dog’s owner about quarantining his animal; they also contacted the village’s animal control officer.

8:29 a.m. Police received a complaint from employees at a Quaker Street business about a person sleeping in a car in the business’s parking lot, which had previously been the site of several similar complaints. Officers spoke to the person in the vehicle using an online interpreting app; the man left without issue.

Aug. 25
4:16 a.m. – Troopers arrested Joshua M. Lee, 32, of Johnsonville for menacing in the third degree, two counts of criminal mischief in the fourth degree, unlawful Imprisonment in the second degree, criminal obstruction of breathing and harassment in the second degree.
At this date and time, troopers responded to the report of a past dispute. The investigation determined hours prior, Lee and the victim were in a verbal dispute that became physical at a home in Johnsonville. During the dispute, Lee reportedly prevented the victim from calling for help by damaging and taking away their phone. Also, Lee allegedly displayed a knife, obstructed the victim’s breathing, and physically restrained them when they attempted to flee. The victim sustained minor injuries during the incident but was able to get free and call for help.
Lee was located and arrested at his home. He was transported to SP Brunswick for processing. He was then arraigned in Schaghticoke Town Court and released on his own recognizance.

1:39 p.m. – Troopers were notified of an assault that took place at a residence on Chittenden Road in the Town of Chittenden. Through investigation it was determined that 62-year-old Joseph Marro of Chittenden allegedly caused bodily harm to a family or household member. Marro was located on Aug. 21 and arrested, arraigned and released on a citation to appear in Vermont Superior Court in Rutland at a later date and time.

4:27 p.m. – Troopers responded to a two-car crash on VT route 7A in Arlington, where a 17-year-old operator is said to have failed to yield the right of way to oncoming traffic at a stop sign. A second vehicle attempted to avoid a collision but was unable to do so. The 58-year-old operator of the second vehicle received minor injuries and was transported to the Southwest Vermont Medical Center in Bennington. The incident report does not indicate if any charges were preferred.

9:23 p.m. – State Police responded to a single vehicle crash on Barrett Hill Road in Rutland Town. Troopers identified the operator of the vehicle as 25-year-old Philip Prevosto of West Rutland. During the investigation, Prevosto displayed signs of alleged intoxication and was arrested for suspicion of DUI and operating a vehicle with a criminally suspended license. Prevosto was released with a citation to answer the charges in Vermont Superior Court at a later time.

6:57 p.m. – Troopers received a complaint about a vehicle operating erratically on VT Route 7A in Arlington. The complainant said she was nearly run off the road by the vehicle, which was repeatedly crossing lanes. The complainant then followed the vehicle to a residence in Manchester, where troopers responded. The driver, 39-year-old Michelle Johnson of Pownal, was cited for negligent operation and issued a citation to appear in Vermont Superior Court.

Aug. 17
2:30 p.m. – Deputies are seeking information regarding larceny at Noble Ace Hardware in Poultney that occurred at this time. Anyone with any information is asked to contact the department at 802-775-8002.
Aug. 18
12:30 a.m. – A deputy observed a vehicle committing several traffic violations while patrolling on VT. 30 in Poultney. A traffic stop was conducted and the operator identified as 30-year-old Jason N. Moyer of Granville, NY. During the course of the investigation, Moyer is alleged to have shown several indicators of intoxication. A record’s check indicated Moyer’s driver’s license was currently suspended for a previous DUI conviction. Moyer was arrested and transported to the Castleton Police station where he provided an evidentiary breath sample approximately 2 and a half times the legal limit.
Moyer was charged with a second DUI offense and operating with a criminally suspended license, released to the custody of a sober party and issued citations returnable in Vermont Superior Court in Rutland.
Aug. 20
Deputies, in conjunction with the Fair Haven and Castleton Police Departments conducted a saturation patrol on U.S. Route 4. 16 speeding violations were issued, along with two seat belt and 11 other traffic infractions citations. Two vehicles were found to not be properly registered and two were cited for failure to over.
10:27 p.m. – While patrolling VT. Route 30 in Poultney, a deputy observed a vehicle repeatedly crossing lanes and a traffic stop was conducted. While interviewing the operator, identified as 31-year-old Samuel C. Lucci of Fair Haven, several indicators of alleged intoxication were observed. The incident report states Lucci subsequently failed a field sobriety test, was arrested, processed and released with citations for DUI and negligent operation, returnable in Vermont Superior Court at a later date and time.
Fair Haven Police
July 20 – Officers arrested 35-year-old Samantha J. Smith of Fair Haven following a trespassing report at a Liberty Street business. The investigation determined Smith allegedly entered the store, which she was banned from doing so by a November 2022 court order. Smith was arrested and released with a citation to appear in Vermont Superior Court at a later date. Information on this arrest was released on August 20.
Aug. 17 – Fair Haven Police arrested 52-year-old John M. Partch of Fair Haven following an investigation into a reported contempt of court violation. Officers were summoned to a Washington Street residence after learning of Partch’s alleged presence in the home in violation of an abuse prevention order. Partch was taken into custody without incident, process and ledged at the Marble Valley Correctional Facility for lack of bail and pending further court proceedings.
