An arrest or a charge is not a conviction. All persons listed are innocent until proven guilty in a court of law. Charges can be amended or dismissed.
June 23
4:30 p.m. – Vermont troopers were called to a business in Rutland for a male attempting to steal alcohol. The man was stopped by store personnel, but then left the premises. The accused was then located on Terrill Street and taken into custody. During processing, 61-year-old Robert Horick, identified as a transient, is alleged to have assaulted a law enforcement officer.
Horick was charged with violation of conditions of release, disorderly conduct and assault on a law enforcement officer. He was lodged in the Marble Valley Correctional Facility pending further court action.
7 p.m. – Troopers were called to the Home Depot in Rutland for a report of a woman stealing electronics. The alleged perpetrator left the store on foot but was located walking along U.S. Route 4. When told to stop, 32-year-old Elizabeth M Capen fled on foot, but after a short case, was subdued and taken into custody. Capen was processed and released on an order to appear in Vermont Superior Court in Rutland at a later date.
Capen was charged with possession of stolen property, giving false information to law enforcement and resisting arrest. She allegedly falsely implicated another woman in the theft. The stolen items were returned to the store.
June 24
12:48 p.m. – State Police responded to a one vehicle crash on VT Route 103 north of Spring Lake Road in the Town of Shrewsbury. The initial investigation indicated the driver of the Dodge Ram pick-up, which was towing an enclosed trailer at the time, served to avoid debris in the road, lost control and traveled off the roadway. The driver received minor injuries and was transported to the Rutland Regional Medical Center for treatment.
