Whitehall Police Beat

Dec. 22

8:50 p.m. Village police were dispatched to a Broadway convenience store to assist New York State Police with an investigation into a possible assault. Officers spoke with a store employee, who told them a man had told her he had been involved in an incident on Broadway but did not provide details. A review of video from the store’s security system showed the man in the store but no other incident. Police also checked with a Broadway resident who had reported a car blocking his driveway prior to the time of the alleged assault, but neither he nor another neighbor heard or saw anything. During a traffic stop the following day, police caught a person on camera telling another person about the assault, in which the victim was reportedly struck in the head with a baseball bat. Officers relayed the information to troopers, who told them the victim had come into the Granville barracks and requested that nothing be done.

Dec. 23

5:35 p.m. A Whitehall woman was taken into custody on a warrant after she walked up to a traffic stop on Gilmore Street involving village police and state Department of Environmental Conservation police. Devin B. Mahar, 44, of Lafayette Street, was arrested by New York State Police after she allegedly came up to a traffic stop and was recognized as being wanted on a warrant out of the Town of Dresden.

8:06 p.m. Police were called to a Queen Street apartment in response to a tenant’s complaint that her neighbors were banging on a shared wall and were being loud. The tenant asked officers to speak to her neighbors, as she was trying to get her children to go to sleep. The neighbors told police there were ongoing problems between the two parties and that the banging was her autistic son trying to hang something up. Police advised both parties not to talk to each other. Both agreed and said they would speak to their landlord about the problems.

Dec. 24

5:12 a.m. Officers were dispatched to a Poultney Street residence in response to a report of a man stuck in a bathroom. Upon arrival, police were told two of the apartment residents had been arguing but that they would work it out. A third person in the apartment had locked herself in the bathroom and initially refused police requests that she come out, but eventually did so. At 11 a.m., officers were called to a Poultney Street convenience store where two of those involved in the earlier call were reportedly causing a disturbance. Both were asked to leave and were barred from the property by the store’s management.

Dec. 25

12:50 a.m. Police were called back to the convenience store after the two people involved in the earlier incident returned. The two had left the store before the officers arrived but were located on Williams Street. Stephen E. Vanwie, 34, and Jaclyn M. Giancamillo, 38, both of Poultney Street, were charged with one count each of trespass and were issued appearance tickets returnable Jan. 10 in village court.

9:55 p.m. Officers responded to a call that a man had been struck in the head with a pipe or a bat during a confrontation on Poultney Street. The victim declined medical treatment and did not wish to file a complaint. A witness to the incident said the victim had displayed a knife prior to being struck but refused to cooperate further with the investigation.

New York State Police Beat

Dec. 16

Troopers responded to a Johnsonville home for a suspicious person complaint. Upon investigation it was determined that 38-year-old John H. Rifenburgh of Johnsonville had requested a homeowner to use their bathroom. Since the homeowner did not know Rifenburgh, the request was refused. The homeowner called law enforcement when he saw Rifenburgh allegedly looking into a neighbor’s vehicle. The homeowner then prevented Rifenburgh from leaving the scene.

The investigation revealed the ATV Rifenburgh was in possession of had been stolen from a nearby garage. Troopers also allege Rifenburgh had a controlled substance in his possession.

Rifenburgh was subsequently taken into custody and charged with third-degree burglary, third-degree grand larceny, third-degree criminal possession of stolen property and criminal possession of a controlled substance. He was released on an appearance ticket for Schaghticoke Town Court at a later date.

Dec. 26

6:08 p.m.

State troopers responded to a home in Putman for a report of an individual threatening the use of a firearm. The investigation determined 31-year-old Dustin T. St. Andrews was in a verbal altercation with a victim. During the dispute, St. Andrews is alleged to have retrieved and discharged a long gun recklessly inside the home, all while threatening to kill the victims and responding law enforcement. Two victims were present at the time the long gun was discharged; neither were injured. Further investigation determined St. Andrews could not legally possess any firearm due to a previous felony conviction.

St. Andrews had left the location prior to law enforcement’s arrival but was later located with the assistance of the Ticonderoga Police Department in Ticonderoga, where he was taken into custody. He was transported to the Granville substation for processing and was then turned over to the Washington County Correctional Facility to await arraignment. The firearm used during this incident has been recovered and seized.

Fair Haven Police Beat

Dec.9

Police were called to a That-A-Way Avenue residence for a reported assault. Following an investigation police allege 22-year-old Jaeger I. Burke of Fair Haven assaulted the victim after that person had come to the residence to retrieve a vehicle Burke had borrowed. Burke was arrested and charged with aggravated assault and issued a citation to appear in Rutland District Court. He was housed at the Marble Valley Correctional Facility regarding other charges.

Dec.14

Police arrested 52-year-old John Partch of Fair Haven on Dec. 14 following an investigation into a November domestic assault case and a protection order violation allegedly committed on the day of the arrest.

In November, police were called to a Washington Street address where Partch was charged with throwing items at the victim and threatening that person with harm. Partch was already placed on conditions of release from previous charges that included domestic assault, simple assault on a police officer, reckless endangerment, criminal threatening and unlawful mischief. An order of relief from abuse which precluded him from having contact with the victim was also in place.

On Dec. 14, police again located Partch at the residence and he was arrested. He was transported to the Rutland Regional Medical Center for undisclosed reasons. Partch faces new charges of domestic assault, three counts of violation of conditions of release and a violation of conditions of abuse order. He was issued a citation to appear in Rutland District Court at a later date.

Dec.17

Police arrested 39-year-old Kathleen Rozell of Fair Haven following an investigation into a theft that occurred at the Stewart’s Shop on Dutton Avenue on Nov. 12. Rozell is alleged to have taken items from the store without paying for them. She was located and arrested at her residence and charged with retail theft. She was issued a citation to appear in Rutland District Court at a later date.

Dec. 19

Following a traffic stop for speed on Washington Avenue, Fair Haven Police arrested 38-year-old Nigel A. Reeks of Whitehall on an outstanding arrest warrant issued by the Rutland District Court. He was wanted for failure to appear in court in June of this year. Following the arrest, Reeks was sent to the Marble Valley Correctional Facility.

Dec. 20

Officers conducted a motor vehicle stop on S. Park Place, charging 50-year-old Jesica L. Perry of West Haven with operating an unregistered vehicle. Subsequently, officers determined Perry driver’s license was under criminal suspension. She was arrested and issued a citation to appear in Rutland District Court at a later date.

Rutland County Sheriff’s Office Beat

Dec. 17

1:17 a.m. – A motor vehicle stop was conducted on U.S. Route 7 in Wallingford for observed traffic infractions. While speaking with the operator, 57-year-old Helena Berry of South Boston, Massachusetts, the arresting deputy observed several signs of alleged impairment. Berry failed a field sobriety test and was charged with DUI, according to police. Berry was transported to Rutland and according to the Sheriff’s Office report, provided an evidentiary breath sample well above the legal limit. She was released on a citation to appear in Rutland District Court at a later date.

9:40 p.m. – A deputy was dispatched to Middle Road in Clarendon for a single vehicle crash.  While speaking with the operator, identified as 35-year-old Mason Kaehler of Springfield, the deputy observed alleged indications of impairment. Kaehler failed a field sobriety test and was arrested on the charge of DUI. Berry was processed and according to the Sheriff’s Office report, provided an evidentiary breath sample well above the legal limit. Berry was released on a citation to appear in Rutland District court at a later date.

Dec. 18

5:06 p.m. – A deputy and Vermont state trooper were dispatched to a report of a single vehicle crash on Creek Road in the Town of Clarendon. The deputy was first on the scene and while speaking with the operator, identified as 37-year-old Lucas Stannard of Benson, observed several indications of alleged impairment. Stannard is said to have failed a field sobriety test and was placed under arrest, charged with DUI. Stannard was processed in Rutland where according to the Sheriff’s Office report, he provided an evidentiary breath sample above the legal limit. He was released on a citation to appear in Rutland District Court at a later date.

Vermont State Police Beat

Dec. 15

2:59 p.m. – The Vermont State Police and officers from the Brandon Police Department were notified of a vehicle off the roadway on Sugar Hollow Road in the Town of Pittsford. Troopers identified the driver as 61-year-old Jeffrey Larock of Brandon. He is alleged to have shown signs of impairment and was charged with DUI and operating a vehicle with a criminally suspended license. Larock was processed and released on a citation to appear in Rutland District Court at a later date.

Dec. 18

2:27 p.m. – Troopers were notified of an assault that occurred the previous evening at a North End Road location in Tinmouth. Through investigation it was determined that 34-year-old Heather MacIntyre of Pawlet allegedly attempted to cause or did cause a bodily injury to another person. MacIntyre was arrested and charged with simple assault. She was ordered to appear in Rutland District Court at a later date.

11:27 p.m. – Troopers stopped a vehicle in the Town of Rutland for an observed motor vehicle violation. The operator, identified as 29-year-old Zoey Brown, listed as a transient, was taken into custody for hindering arrest from a separate incident. During the investigation, troopers observed evidence of alleged drug activity. A search warrant was obtained and troopers located suspected cocaine. Brown was issued a citation for hindering arrest and cocaine possession. She was ordered to appear in Rutland District Court at a later date.

Dec. 27

12:37 a.m. – Troopers conducted a traffic stop in Rutland for an observed violation. The operator of the vehicle was identified as 36-year-old Lisa White of Rutland. White is alleged to have provided a false name to troopers, found to be operating with a criminally suspended license and with violations of her conditions of release on a previous conviction. White was processed and released with a citation to appear in Rutland District Court at a later date.Pol
